The Rules of Presentation and Design of Articles
The subject of articles which are presented by an author of a thesis to be published in the magazine is
to correspond a branch of sciences (in accordance with acting nomenclature of scientific workers’
specialties) on which the magazine is included into The List of Leading Reviewed Scientific Editions
and Magazines, in which the basic scientific results of the theses for a Candidate’ and Doctor’s
degrees are to be published. Manuscripts are presented in an electronic format (on the CD or a floppy
disk 3,5 in a *.dîñ format) and in the typed form on one side of the A4 sheet, with an author’s
signature. Articles are submitted by e-mail only on the provisional agreement with the editorial board.
Scanned texts are not accepted. The data on the author (surname, first name, patronymic completely;
full name of the organization - place of working in a nominative case, a country and full post address;
post and department of the organization; degree and title (if any); e-mail address; contact telephones;
correspondence post address) are supplemented in the Russian and English languages.
The Requirements for Articles Design:
The article volume: the theses for a Candidate’ degree - not more than 10 p., Doctor’s - 12 p. (at the
rate of 2000?2200 characters with blanks on a page); page parameters: from the left - 2,5; from the top
and from the bottom - 2; from the right - 1,2; font ? Times New Roman; font size - 14 PT; line
interval?multiplier 1,3; paragraph indent - 1,2; alignment - in width; option - division of a word; the title of
the article is given in Russian and in English; the obligatory elements after the title of the article are a
synopsis (not more than 15 lines) and the list of key words /font - Times New Roman; font size - 12 PT;
paragraph indent - 1,2; line interval - single; alignment - in width/ in Russian and in English; the HCC
(the Higher Certifying Commission) cipher is obligatory (in accordance with acting nomenclature of
scientific workers’ specialties), by option - the UDC (the Universal Decimal Classification) code and/or
the SRSTI (the State Rubricator of Scientific-Technical Information; while setting up the text the
indivisible blank «Ctrl + Shift +ïðîáåë» is obligatory between the initials and the surname, as well as
between a year and a «ã.» letter; initial tables, schemes, charts (the numbered and the entitled) are
presented in a separate file in the format of the programme in which they were created; references to
the sources of citations and any other information are to be made in the text as a mention, in square
brackets with the numbers of pages named; in the end of the article the list of literature named in
references is given and decoded, designed on [ÃÎÑÒ Ð 7.0.5.-2008] «The Bibliographic Reference. The
Basic Requirements and the Rules of Compilation»; the text appendices (if provided) are made as
conventional footnotes on each page.
In the end of the manuscript the author with his own hands confirms his consent in the case of
publishing for deployment of the article in Internet (in the system of Russia’s scientific citation index at
the Scientific Electronic Library platform and/or at the edition website) and/or concludes the
corresponding agreement with the Publishing House.
The authors are responsible for selection and reliability of the adduced facts, citations, statistical and
sociological data, surnames and the initials and other information. The manuscripts received are
obligatorily reviewed. The articles which have got a positive review are submitted for consideration by
the editorial board.
The articles for publication are chosen by competition according to the basic theme of each issue and
in an order of coming. The articles on the basic subjects of the magazine (combat training; military
construction; the Armed Forces construction; the military aspects of the state security; the basic
foundations of military science; common tactics; the foundations of operational art; military education
and bringing up; military pedagogics and psychology; the management of the troops everyday activities;
the defense industry; military economy and the rear; military system of management and
communications; the systemic analysis; modeling of combat actions; computer technologies in military
art; science, culture and education, pedagogics) and the articles of persons with degrees possess the
preferential right at determining the publication order.
The editorial board informs the authors of the causes which did not allow to take a decision on
publishing of the manuscripts presented.

The Order of Reviewing Manuscripts Incoming into the Morskoi
Sbornik Magazine Editorial Board
1. The Organization and the Order of Reviewing
1.1. After the presentation of a manuscript of a scientific character into the Morskoi Sbornik
magazine editorial board by an author it passes the initial internal reviewing by the staff workers of the
editorial board: a department observer, a scientific editor, a deputy of the editor-in-chief, the editor-in-
chief. After the manuscript contents consideration the decision is taken on its direction for reviewing to
the magazine editorial board members who supervise this subject or to the experts - scientists and
recognized specialists in this sphere (Doctor, Candidate of sciences), possessing publications on the
theme of a reviewed article during the last three years.
1.2. The reviewers are notified that the manuscripts sent to them are the authors’ private property
and are related to information not to be made public. The reviewers do not possess the right to copy
manuscripts for their needs.
1.3. Reviewing is carried out confidentially. The review has a closed character and is available to
the manuscript author on his written request, without a signature and an indication of a surname, a
post, place of work of a reviewer. The review may be submitted to the Higher Certifying Commission of
the Education and Science Ministry of the Russian Federation on the corresponding request of expert
councils. Reviews are kept for five years.
1.4. The violation of confidentiality is allowed only in the case of the reviewer’s statement about
unreliability or forging of the materials set out in the manuscript.
1.5. In the case if the review on manuscript contains an indication for its amendment the
manuscript is sent to the author to be amended. In this case the date of its incoming into the editorial
board is considered the date of submitting the amended manuscript.
1.6. In the case if the manuscript author disagrees to the opinion of the reviewer he possesses
the right to submit the argumentative response to the editorial board of the magazine. The manuscript
may be presented for repeated review.
1.7. The decision on the publication expediency following reviewing is taken by the editor-in-chief
(the deputy of the editor-in-chief).
1.8. The editorial board informs the author on the decision taken on his request. The motivated
denial is sent to the author of not accepted for publication manuscript on his written request.
2. The Requirements for the Review Contents
2.1. The review is to contain the qualified analysis of the manuscript material, its objective
argumentative assessment and well-founded recommendations.
2.2. In the review the particular attention is to be paid to highlighting of the following questions:
the general analysis of scientific level, terminology, the manuscript structure, the theme actuality;
the assessment of the manuscript preparedness for editing regarding the language and the style,
the accordance with established requirements for design of the manuscript materials;
the scientific quality of presentation of the material, the accordance of the ways, methods,
recommendations used by the author and the research results with the modern achievements of
science and practice;
the admittance of the manuscript volume in general and of its separate elements (text, tables,
illustrative material, bibliographic references). The expediency of placing tables, illustrative material in
the article and their accordance with the theme set out. Recommendations relating the rational
reduction of the volume (point out, at the expense of which element of the manuscript).
the place of the reviewed work among others which have been already published on that theme:
what is new in it or how it differs from them and so that it would not duplicate other authors’ works or
the same author’s work published previously (in general as well as partially);
inaccuracies and errors which the author permitted.
2.3. The reviewer is to offer recommendations to the author and the editorial board on the
manuscript improvement. Comments and wishes of the reviewer are to be objective and principal aimed
at raising scientific and methodical levels of the manuscript.
2.4. The well-founded conclusions on the manuscript in general and a clear recommendation on
the expediency of publishing it in the magazine are to be contained in the final part of the review.
2.5. In the case of a negative assessment of the manuscript in general the reviewer is to
convincingly justify his conclusions.
TO THE AUTHORS’ NOTICE
The data is provided in the synopsis which characterize a theme, a problem, the subject of the article
contents, the purpose of the work done and its results in addition to the title and subtitle data as well
as their novelty is pointed out. The synopsis is given in the Russian and English languages.
The key words are considered obligatory in modern information conditions and are placed following the
synopsis as a separate line in the Russian and English languages. The key words and word
combinations are separated one from another by a semicolon. The key words or word combinations are
those from the article text which bear the substantial semantic load in it from the point of view of
information search. Since the process of visualizing the key words aims at conveying the semantic
content in all its aspects, indexing is to be based not only on the terms but on the ideas and concepts
contained in the article. The process of key words selection is to be carried out by the author over the
text embracing all basic semantic aspects of its contents. As key words many-word (two-word, three-
word) combinations, for example, nouns with the definition and official words may be used. These word
groups usually represent sustainable word combinations or a single semantic unit for the present
context. The use of the binary terms consisting of the definition and the element defined helps to
concretize the thought. The editorial receives manuscripts for consideration (a printed copy and on the
electronic carrier) with volume not more than one author’s sheet set up in Word 95, 97, 2000-2007 with
2 intervals, on-page footnotes and end links on the sources used. The authors are responsible for the
reliability of information, the accuracy of digits and citations as well as for the absence of the data in
the materials not subject for open publication. According to the acting legislation the editorial board has
a right not to enter into exchange of letters with the authors, not to report of the reviewing results, not to
return manuscripts. The position of the editorial board does not surely coincide with the point of view of
the authors. While reprinting the materials the reference on the Morskoi Sbornik magazine is
compulsory. The materials and the electronic carriers sent to the editorial board are not returned. For
